Dawn Brewer has practiced health law for more than twenty-five years. Known for practical and creative solutions, Ms. Brewer specializes in regulatory issues that impact providers, reimbursement, and technology. She draws upon deep industry knowledge and business skills to offer advice and ideas.

Her clients reflect the spectrum of the health care industry. From investors to providers to innovators, Ms. Brewer uses the firm’s network of resources to achieve results that are often unique to the client's goals and needs. Her clients operate in California but also nationally and internationally.

She has led and enhanced teams working on health care opportunities and challenges. She regularly works with information specialists, financial experts and scientists working to invent new methods, to improve delivery, and to secure payment for care. Recognizing that California has a unique space in the health care industry in light of changes spurred by the Affordable Care Act and technology, Ms. Brewer works with clients who explore the potential of new alliances, population health management, and data-driven solutions.

Ms. Brewer has guided health care providers through mergers and acquisitions, including acquisitions of California companies by national and international organizations. She assists clients with responses to investigations, including allegations involving False Claims Act violations. She advises for-profit and not-for-profit clients to secure reimbursement and resolve reimbursement disputes.

Ms. Brewer serves as outside general counsel to providers and health-related businesses. In this capacity, she advises on day-to-day operations, as well as critical events.  Other law firms and in-house counsel seek Ms. Brewer’s regulatory insight for issues impacting emerging technology, private equity investment, joint ventures, and other strategic alliances.

Although Ms. Brewer directly handles some appeals before state and federal regulatory agencies, she also co-counsels with appellate litigators to challenge regulatory decisions impacting providers, reimbursement, and technology. She has cultivated a deep understanding of the dynamics of health law through her relationships with clients, regulatory agencies, markets, and policymakers.

In addition to her law degree, Dawn Brewer earned a Master of Health Laws (LL.M). She has been admitted to practice in California, Arizona, and Texas. After working with large regional law firms and a national non-profit organization, Ms. Brewer founded the firm in 2001.
